LEADS Community Action Agency Weatherization Department was established in 1979 to help the low-income residents of Licking County to have more energy
efficient homes by blowing insulation, checking furnaces and hot water heater, making sure that they work properly and also help with assistance on utility bills.
In 1996 the department was renamed and reorganized, with a new attitude to set goals and improve productivity with good quality programs. The Community Services Division (CSD) was created.
The new CSD expanded with new programs to benefit the Licking County area. The available programs consist of Home Repair, Home Energy Assistance Program (HEAP) Emergency HEAP, Home
Weatherization Assistance Program (HWAP) Home, Federal Emergency Management Assistance (FEMA), Senior Levy, Housing Trust Fund; Emergency Home Repair Program, Universal Serves Fund (USF);
Electric Partnership Program (EPP), Home Repair for Elderly, Columbia Gas; Warm Choice Program and Passport. These programs have proved to be a much needed resource for the low- income
communities.
The Community Services Division takes pride in the fact that all staff members are well educated, trained and efficient in his or her field. We are looking forward to a successful new
Millennium.

Community Services Block Grant

Serving Licking County
The Community Services Block Grant is a federally funded program with the primary focus goal being to eliminate the causes of poverty. CSBG is the core funding for Community
Action Agencies, meaning the CSBG is what establishes agencies as Community Action. Community Action Agencies determine specific programmatic usage utilizing CSBG funding. Programs continue
to provide their particular service, however, must also serve CSBG clients who fall under the income guidelines. The CSBG is guided by six national goals with corresponding direct measures
which must directly correlate with programs receiving funding. Results Oriented Management for Accountability (ROMA) is a recently implemented component of CSBG to more accurately determine
outcome-based results.

Individuals or families with a household income at or below 125% of the Federal Poverty
Level. |
| Services Provided: |
Broad-based. Supplemental funding for programs and services who serve low-income
individuals and/or families. |

To remove obstacles and solve problems which block the achievement of self-sufficiency
for low-income persons. |

125% of the Federal Poverty Level. |
